If rules for AI are to be created, the topic AI itself suggests could be “Ethical Guidelines and Regulatory Framework for Artificial Intelligence.” This topic would encompass various aspects related to the development, deployment, and use of AI systems. A brainstorm, or the first words for highlights.

But is it the right focus? Perhaps more about security and control over the AI systems?

Here follows the suggestion

  • Data privacy and security: ensuring that AI systems respect users’ privacy and protect their data from misuse or unauthorised access.
  • Transparency and explainability: ensuring that AI algorithms and decision-making processes are transparent, understandable, and accountable.
  • Bias and fairness: identifying and addressing potential biases in AI systems to ensure equitable treatment of all individuals and groups.
  • AI safety and robustness: developing AI systems that are reliable, secure, and resistant to adversarial attacks.
  • Human-AI collaboration: designing AI systems to work effectively with humans, augmenting human capabilities rather than replacing them.
  • Economic and societal impact: Assessing and mitigating potential negative consequences of AI deployment on employment, income distribution, and social cohesion.
  • Environmental sustainability: minimising the environmental impact of AI technologies, including energy consumption and electronic waste.
  • Legal and ethical responsibility: Clarifying the legal status and ethical responsibilities of AI developers, operators, and users.
  • International cooperation and governance: Establishing shared norms, standards, and practices to facilitate global collaboration on AI development and regulation.
  • Public engagement and education: encouraging informed public discourse and facilitating education and training in AI-related fields.

It turned into a very exciting HR network meeting. One topic out of five was to talk about which key areas an AI policy should have, i.e., a form of supplement to a personnel handbook. After an hour of dialogue, the participants reached the following conclusions during the brainstorming session: The meeting was just before Christmas 2023.
Some of the thoughts were “limiting,” others were topics that AI can already do, and others were areas that AI can’t. In short, the topics mentioned during the brainstorming came to mind. What is missing?

More topics, more practical thinking

  • How can you stop something from going in the wrong direction?
  • Which data should the AI make a decision on?
  • How do we ensure that this data is not passed on or propagated?
  • Does data transfer via this network of AI capabilities break down national borders?
  • Is it necessary to limit development?
  • Who should have access to AI?
  • How should you act if something goes in the wrong direction?
  • Should anyone other than IT engineers be involved in the development work? Is it okay for AI to develop on existing data itself?

We discussed at length the extent to which this idea should be implemented as a policy and what aspects should or should not be delayed. The more you brake, the safer, and the less you brake, the more is possible. Where is the line in the sand?

  6. Security Vulnerabilities: AI systems can be vulnerable to cyberattacks, manipulation, and adversarial attacks. Malicious actors could exploit these vulnerabilities to manipulate AI systems, spread disinformation, or launch cyber-physical attacks, posing risks to critical infrastructure, national security, and public safety.
  7. Loss of Human Autonomy: As AI systems become more pervasive and capable, there is a risk of diminishing human autonomy and agency. Overreliance on AI for decision-making and problem-solving could erode human skills, judgement, and accountability, leading to a loss of control over important aspects of our lives.

It also necessitates ongoing research, transparency, and collaboration among stakeholders to mitigate potential harms and maximise the benefits of AI for society.
